What's a good bleaching cream to use for scars or stretchmarks?

I need something made in the U.S. that is safe and tested, thank you.|||a bleaching cream wont work. u need something like bio oil. an oil or cream with vitamin E in it. i think u can get that in the US.. or palmers coco butter made for scars and stretch marks.
